IMS leads the ODNI mandated seventh Federal Security Cyber Center - the IC Security Coordination Center (IC SCC). This program provides coordination between all 17 IC elements addressing defensive cyber activities including incident management, vulnerability management, threat intelligence, hosted targeted technical exchange meetings (TEMs), cyber exercises, and Tier 2 level support for the IC Host Based Security System (HBSS). The goal of this cyber and e-crime collection is to identify threat actors, groups, malicious tools, exploits and compromised data/accounts related to the client’s platform originating from east Asian countries. The contractor shall collect detailed information pertaining to the client’s platform, including identity and attribution of threat actors to the greatest extent possible. Collection shall cover both atmospherics in the targeted countries as well as specific threats, operations, plans, tools, techniques, and threat trends to the client’s platform and compromises of user data/accounts. For each targeted country the contractor shall utilize its skills, resources, and capabilities to infiltrate e-crime groups, hacker forums, e-crime/cybercrime exchanges and market places, and other relevant areas to collection information on threat actors, threat groups, and malicious tools targeted at the client’s platform. Collection shall cover the internet, dark web, deep web, communications channels relevant to the collection targets, and cyber threat intelligence from the region.  The contractor will focus on collecting information that pertains to active and/or planned operations on the client’s platform or with the intent of compromising users and/or data on the client’s platform. Additionally, the contractor shall collect information on exchanges and marketplaces where compromised data and compromised user accounts for the client’s platform are traded. The contractor shall utilize any legal means to acquire malicious tools, malware, and compromised user account credentials for the client’s platform.  Once malicious tools are obtained the contractor shall conduct exploitation of the tools in a controlled environment and provide reporting of the individual tools.

To improve its mission, the center wants to beef up its data-sharing capabilities, coordinate cybersecurity functions and conduct more life-like training, which feds say is often lacking. The center achieves its mission through continuous two-way communication with the 17 intelligence agencies and their incident response centers, Coggins says. The IC SCC also works closely with other cybersecurity partners, including U.S. Cyber Command within the Defense Department and the National Cybersecurity and Communications Integration Center at the Department of Homeland Security. “IC SCC facilitates accelerated detection and mitigation of cyberthreats across the IC by providing end-to-end security, situational awareness, and incident case management,” according to a document from the National Counterintelligence and Security Center within the Office of the Director of National Intelligence. “It maintains consolidated insight into IC networks and intelligence information systems and coordinates IC responses to cyberevents, incidents, outages, threats and technical vulnerabilities.” Coggins notes that the cybersecurity threat environment is dynamic and always changing, “and we’re continuously assessing and evaluating our incident response plan.” He says that the IC SCC is focusing on three main areas this year. “Automated data sharing, greater coordination and more realistic training for cyberincidents can help intelligence agencies respond better, an IC official says.”
