Overview

Job Title: Proposal Director
Location: Herndon, VA
Clearance: All candidates must be able to obtain and maintain a U.S. Government security clearance. Active clearance is preferred.

Position Description:
The Proposal Director is responsible for independently leading, planning, scheduling, and overseeing the timely development and delivery of written and oral company responses for business opportunities, from pre-RFP to post-submission activities. In addition to strong skills in Proposal Management, the candidate must be proficient in writing grammatically correct, compliant and compelling proposal content based on highly technical input (oral or written) from subject matter experts. The candidate must be detail-oriented, articulate, and have strong interpersonal and organizational skills.

 

This role will include the management of Proposal Managers, Proposal Administrators, core IMS staff and temporary consultants. The Proposal Director will ensure that all proposals are properly designed focused on 100% compliance and highly compelling.      

Responsibilities

  • Manage the successful development of compliant, compelling, and highly competitive proposals through effective collaboration across teams that include internal staff, partners, and consultants.
  • Apply experience and best practices in proposal team management to ensure the timely delivery of proposal submissions that are fully compliant with solicitation instructions.
  • Independently lead and analyze RFI, RFQ, RFPs and other bid documents for requirements.
  • Create pre-proposal artifacts such as writer guides and requirements-driven outlines.
  • Create RFP driven compliance matrices, schedule, annotated outlines, and page budgeting based upon evaluation criteria and other determinants.
  • Execute proposal development activities including proposal template development, lead technical and management solutions sessions, engage with writing teams, and conduct significant proposal content reviews.
  • Work with the Capture Manager, senior leadership, and the proposal team to determine author assignments and integrate win strategy, themes, and discriminators into proposal.
  • Prepare and lead efficient Proposal Kickoff meetings and daily status calls.
  • Collaborate with Capture Managers, Operations Leadership and corporate support staff to develop proposal information for In-Progress Reviews. 
  • Coordinate and support the production, binding, and packaging in finalizing the proposal submission and response processes.
  • Support development of proposal resource library (both text and visual aids)

Qualifications

  • Bachelor's degree in technical, business or communications field, or equivalent professional experience.
  • Minimum 7 years proven successful experience managing proposal teams and leading them efficiently in a dynamic, fast-paced environment.
  • Experience in all Federal government procurement processes
  • Working knowledge of Government Procurement regulations (FAR / DFAR, et al.) is required.
  • Ability to write compelling proposal sections; this includes information research and analysis from multiple sources (subject matter experts, previous proposals) into a cohesive, easy-to-read, and persuasive final product.
  • Proficient in the MS Office Suite (Outlook, Word, Excel, PowerPoint, Project), Adobe Acrobat, and SharePoint.

Desired Qualifications:

  • Able to obtain and maintain a U.S. Government security clearance; active clearance is preferred.
  • Experience using Virtual Proposal Center (VPC) proposal management tools.
  • Experience in classified analytic services and technical solutions market experience.
