IMS is supporting the Air Force Research Library (AFRL) / Layered Sensing Performance Characterization Branch (RYAA) Sensor Data Management System with a new modern, scalable and modular data management service that provides Sensor Data as a Service (SDaaS) for AFRL/RYAA users. Our program replaces SDMS with a new modern, scalable and modular data management service that provides SDaaS for their users. The SDMS/SDaaS library maintains and facilitates continued data sharing and collaboration across Research and Development programs and agencies. SDaaS utilizes the best-of-breed, off-the-shelf and/or open-source technologies that provide capabilities such as high volume/variable velocity, multiple means of ingest, support of source and sensor agnostic data, improved discovery of assets, generating automated metadata extraction during processing and transcoding for faster delivery, flexible delivery service options, and multiple storage options to including long term storage, data security and data access.


Primary Responsibilities

  • Lead the design, development and documentation of the project working in close coordination and collaboration with the customer
  • Develop Requirements, use cases, and support sprint planning
  • Lead and guide the development of the proposed architectural and technical approach for projects within the organization in conjunction with the lead engineer.

Secondary Responsibilities.

  • Remain current and aware of changing technology trends, regulations and laws
  • Establish and lead the process for managing and periodically updating the target architecture and associated transition strategy on an on-going basis
  • Assist in the establishment of metrics to be used to assess the project during project execution to ensure the project delivers the desired set of capabilities and delivers value to the mission.


Required Qualifications

  • Experience with Atlassian tool set
  • Experience with Agile methodology
  • Experience in developing architectural products/artifacts directly supporting the development process
  • Experience in aligning organizational strategic planning to an agile development methodology
  • Deep knowledge of AWS web services, their use and application in providing solutions
  • Knowledge of business ecosystems, SaaS, infrastructure as a service (IaaS), platform as a service (PaaS), SOA, APIs, open data, micro services
  • Must possess strong leadership skills
  • Excellent analytical and technical skills
  • Strong oral and written communication skills, including presentation skills
  • Self-motivated, proactive team player with impeccable attention to detail
  • Polished communicator, technical topics readily understood by all stakeholders. Strong documentation skills, a superior technical writer
  • Exceptional soft and interpersonal skills, including teamwork, facilitation and negotiation 


Desired Experience and Qualifications

  • Capable of obtaining Top Secret/SCI clearance
  • 5+ years of direct, hands on experience in the role of an architect, ideally as a chief enterprise architect
  • Ability to Think Big and challenge conventional wisdom regarding the innovative use of technology to solve business problems
  • Comfortable working in a fast-paced, results-oriented environment using a scaled agile workflow
  • Thrives in solving complex challenges and working with abstract ideas
  • Capable of effectively and efficiently multitasking and prioritizing in a highly dynamic environment
  • Experience in leading the establishment of an organizational target architecture and associated transition strategy
  • Experience in leading and guiding organizational strategic planning


Education Desired but not required:

  • Masters degree in business, computer science, computer engineering, electrical engineering, system analysis or a related field of study, or equivalent experience
  • Additional training or certification in organization change management
